Terms and Conditions

These Terms and Conditions govern the use of the partidulnostru.md website and the online payment system, owned and administered by Partidul Politic „Partidul Nostru” (hereinafter “PPPN” or “Partidul Nostru”).

By using the website, regardless of purpose — obtaining information, registering as a member, paying a membership fee, or making a donation — you confirm that you have read and accept these Terms.

These Terms apply to any person accessing partidulnostru.md, whether or not they create an account. They cover:

• creating and using an account on the website;
• paying party membership fees;
• making donations to PPPN;
• the general rules for using the website.

The processing of personal data is described separately, in the Privacy Policy, an integral part of the relationship between you and PPPN. Where these Terms touch on the subject of personal data, they refer to that policy and do not replace it.

If you do not agree with these Terms, please do not use the website or make payments through it.

• Membership fee — a payment made regularly and periodically by party members, in accordance with PPPN’s statute.
• Party member — a citizen of the Republic of Moldova who has submitted a written application to PPPN to obtain member status and has been accepted by the party body authorized under the statute to admit new members.
• Donation — funds voluntarily granted to PPPN and accepted by it.
• Donor — a citizen of the Republic of Moldova who has reached the age of 18 and voluntarily makes donations to PPPN through the online payment system.
• Account — the user account created on the website, comprising last name, first name, phone number, e-mail address, and password.
• Website — PPPN’s official web page, partidulnostru.md.

These Terms are based on:

• Law No. 294-XVI of 21.12.2007 on Political Parties;
• Decision of the Central Electoral Commission No. 1102 of 21.06.2023 approving the Regulation on the Financing of Political Parties’ Activity;
• Article 681 of the Civil Code of the Republic of Moldova;
• Law No. 284 on Electronic Commerce;
• Law No. 195/2024 on the Protection of Personal Data.

Where these Terms and the legislation above diverge, the legal provision applies, as the superior rule.

You may create an account on the website by providing your last name, first name, phone number, e-mail address, and a password. The account allows you to log in and manage your own data.

You are responsible for the accuracy of the data entered when creating the account and for keeping your password secure. Any action taken from your account, for as long as the password has not been compromised through PPPN’s fault, is considered to be your action.

You may request the update or deletion of your account at any time through the Contact page. Creating an account is not required in order to make a donation or pay a membership fee.

When paying a membership fee or making a donation, the online form first requests the data required by the electoral legislation in force (Law No. 294-XVI, CEC Decision No. 1102/2023): last name, first name, IDNP, date of birth, domicile or temporary residence, place of employment, position held, and source of income.

The list above covers only the segment of data required directly by the electoral legislation. In addition, to complete the form you are required to provide a contact phone number, and you may optionally add an e-mail address and a WhatsApp number; the form also has a separate field for indicating whether you reside abroad.

To verify this data, at the last step of the form you are asked to upload two photographs of your identity document. These copies are retained in our system for as long as the donation or membership-fee request they are attached to exists in our database; they are not deleted automatically after verification. We keep them because we are legally obliged to justify, upon request, the accuracy of the amounts reported to the authorities.

If the data requested through the form is not completed correctly or completely, PPPN reserves the right to refuse your payment.

Access to these copies is restricted: they may be viewed, for verification purposes, only by PPPN’s authorized administrators, and they are not published or accessible without authentication. The application form for party membership does not require the upload of any identity document.

The categories of data collected, their legal basis, and your rights (access, rectification, erasure, objection) are described in full in the Privacy Policy.

Retention periods, by category: the data of members — 5 years from the date of exclusion from the party; the data of observers, supporters and other persons acting in the interest of the party — 5 years from their last action taken in that interest; membership applications — 5 years from the date of submission. Copies of identity documents attached to a donation or a membership fee do not fall under this term: they are kept for as long as the payment request they are attached to exists in our database, as stated above.

Donations and membership fees are paid online, through the dedicated form on the website. The form requests the identification data described above, the two photographs of the identity document, and your explicit consent, given by checking two separate boxes: consent to the processing of data and consent to the Privacy Policy.

The membership fee may be paid in one of the amounts set by PPPN. A donation may be made in one of the proposed amounts or in another amount, within the legal ceiling in force for donations to political parties.

Before being redirected to the PayNet payment processor, the form is automatically checked against robot-generated submissions, and you are asked to confirm through a widget visible on screen. The actual card payment (Visa, Mastercard) is made on PayNet’s secure page — PPPN does not receive or store your card data.

A donation or membership fee remains in “unconfirmed” status until PayNet confirms the payment. If the payment is not confirmed, the request has no effect and may be cancelled.

Party members may also pay the membership fee in cash, at PPPN’s premises; in that case, the payment is recorded by an administrator, without uploading an identity document through the online form.

You may also make a donation or pay a membership fee by direct bank transfer to PPPN’s account below. This payment method does not go through the online form: it does not involve anti-robot verification, does not require checking the two consent boxes, and does not involve uploading an identity document. The data required by the electoral legislation for donations and membership fees is not automatically collected through a bank transfer — in order to be able to report it correctly, PPPN requests it from you separately, after the amount is received.

Donations and membership fees are not subject to the legal regime of a sale to a consumer, but to that of financing the activity of a political party, regulated by Law No. 294-XVI of 21.12.2007. A confirmed donation or membership fee cannot be withdrawn or refunded, except where it was made as a result of an obvious error (wrong amount, duplicate payment) — in that case, you may contact us through the Contact page to review the situation.

PPPN makes reasonable efforts to ensure that the website and the payment system function correctly and without interruption, but does not guarantee the absence of technical errors, interruptions, or temporary unavailability, including for reasons beyond our control (maintenance, force majeure, unavailability of the PayNet payment processor or of hosting providers).

PPPN is not liable for data entered incorrectly by you in the forms, nor for the consequences thereof — for example, a payment not confirmed because of incorrect data.

Card payments are processed entirely on PayNet’s infrastructure; PPPN has no access to your card data and is not liable for incidents pertaining exclusively to the payment processor.

The content of the website — texts, images, logo, graphics, page structure — belongs to PPPN or is used by PPPN with the consent of the rights holders. Taking, copying, or using this content for any purpose other than personal information requires PPPN’s prior written consent.

PPPN reserves the right to unilaterally amend these Terms at any time. The version in force is the one published on the website, together with the update date. Continued use of the website after a new version is published means acceptance of it.

We recommend that you check this page periodically.

These Terms are governed by the legislation of the Republic of Moldova. Any disagreement is resolved, as far as possible, amicably, through the Contact page.

If no agreement is reached, the dispute is settled by the competent courts of the Republic of Moldova.

• Response time for a request: no more than one month from the day we receive it. For complex or numerous requests the term may be extended by up to two months; we inform you of the extension and its reason within the first month. If we cannot act on the request, we tell you why within one month as well, and you may address the National Center for Personal Data Protection or the courts.
