Elena Gritco, a member of parliament from Our Party, has proposed a bill to lift the tax burden on city halls on property donated to them.
She stated at a briefing on Tuesday that "the document exempts city halls from customs duties, VAT, and excise taxes on property donated for the operation of public services—specialized machinery, equipment, and vehicles necessary for the communal and social needs of villages and cities."
According to Gritco, city halls are currently facing excessive costs and bureaucracy, which is why many local administrations, especially in rural areas, are unable to accept vital donations.
"Until now, the lack of uniform rules forced parliament to pass separate laws for each specific transfer, which led to inequality between communities. The new bill introduces uniform rules: property must be used exclusively for the public interest, its alienation is prohibited, and control and monitoring are approved by the government," she noted.
According to Gritco, "this initiative is not about tax breaks, but about supporting communities and people, because it is abnormal for the mayor's office to refuse a garbage truck or a minibus simply because it lacks the funds to pay the taxes."
She emphasized that "this draft sends a clear message: property for the public good must reach the people, and the state should not create obstacles."
